Outline |
Legislative elections were held in Sequoyah on 23 February 2025, during which, Sequoyans elected all 40 members of the Senate. The election was the second Senate election since the end of the Sequoyan Civil War in May 2021 and the first Senate election since the end of the CODECO military intervention in Sequoyah in December 2022.
A total of 14 political parties were registered with the Sequoyan Electoral Commission and participated in the election. Opinion polling indicated that the right-wing National Reconstruction Party and left-wing Republican Party would win the most seats. In October 2024, the Federalist Party merged with the National Reconstruction Party.
The election resulted in a victory for the ruling Sequoyan Patriotic Alliance (SUT); the coalition won 22 seats, an absolute majority in the Senate that ended three years of a divided chamber. The coalition also won the popular vote for the first time in its history.
Political background
2022 Senate election
The 2022 Senate election was held almost one year after the end of the Sequoyan Civil War. Before the election, Colonel Atohi Dustu, the country's provisional president, declared the dissolution of the Senate on 4 January 2021 as a part of his declaration of martial law following the resignation of interim president Diwali Wesa. From Dustu's dissolution of the Senate until the 2022 Senate election, the Senate had no members and Dustu effectively ruled by decree.
During the 2022 Senate election, no party or coalition won a majority; both the right-wing Sequoyan Patriotic Alliance (SUT), led by the National Reconstruction Party (GAU), and the left-wing National Popular Alliance (GUT), led by the Republican Party (UU) won 20 out of the Senate's 40 seats. When the Senate assumed office on 1 April 2022, neither coalition was able to elect a speaker. On 20 April 2022, Dustu formally assumed office as president in a full capacity as a member of the GAU. Along with Dustu, Mantotohpa Otoahhastis assumed office as vice president as a member of the GAU, and according to the constitution of Sequoyah, the vice president held the tie breaking vote in the Senate.[1] As such, on 21 April 2022, the Senate elected Ahuli Seqiyah of the National Reconstruction Party as the Senate's speaker.
2022–2025 Senate term
Due to the Senate's even divide between the SUT and the GUT, the majority of Senate votes required a tie breaking vote by Mantotohpa Otoahhastis to approve or reject legislation. This necessity for Mantotohpa Otoahhastis to cast the tie breaking vote resulted in delays for legislation to be approved or rejected, and many politicians from both coalitions criticized the Senate's inefficiency as a result of the Senate's divide.[1][2]
Beginning in January 2023, Senator Mohe Gaagi of the Democratic Party (UDU) began voting with the Sequoyan Patriotic Alliance on some bills to make the approval of certain bills more efficient. Gaagi stated that he would only vote in favor of "inoffensive" ("ᏝᎡᏍᎦᏄᎵᏍᏓᏁ") bills that did not "betray Democratic values" ("ᎠᏓᎶᏄᎮᏗ ᎤᏂᏣᏘᎤᎾᏓᏅᏖᏗ ᏧᎬᏩᎶᏗᎢ"). The other three Democratic senators denounced Gaagi and demanded that he stop "advancing the regime's agenda" ("ᎠᏓᏌᎳᏙᏗ ᎠᏰᎵᎤᏙᏢᎡ ᎠᏟᎶᏍᏙᏗ"). Some political analysts began to describe Gaagi as a swing vote in the Senate and used him as an example of how divided the Senate was.[3]
Dissolution of the Federalist Party
On 30 September 2024, Federalist Party (NIU) leader Atsadi Onacona announced that the party would merge with the National Reconstruction Party as its "best course of action". The majority of Federalist Party members expressed their support for the merger, but a minority announced that they would not accept the merger and would not join the GAU.[4] The NIU completed its merger with the GAU on 19 October 2024. Three of the NIU's senators joined with GAU, but Senator Tsali Uku stated that he would not join the GAU and would complete the rest of his term in the Senate as an independent.[3] Opinion polling conducted after the merger found that the majority of Federalist voters shifted to the GAU, but a minority shifted towards the center-right Renewed National Party (AGU).[5]
Electoral system
Election procedure
The 2025 Sequoyan Senate election is scheduled to occur 3 years after the 2022 Senate election. Sequoyan citizens registered to vote will elect all 40 members of the Senate of Sequoyah across the country's six provinces. The provinces of Arapaho, Cheyenne, Itse Amequohi, and Itse Ulagohisdi will elect 5 senators each, while Eastern Sequoyah and Western Sequoyah will elect 10 each. As mandated by the constitution of Sequoyah, the election will occur on 23 February 2025, the last Sunday in February.[1]
Each political party registered with the Sequoyan Electoral Commission (SAA) will present a list of candidates in each province in the order in which the party ranks their candidates' priority. Elections in each province are determined by the hare quota largest remainders method. Potential senatorial candidates had between 1 June 2024 and 31 July 2024 to register their pre-candidacies with their political party of choice to be eligible to participate in the party primary elections, scheduled to be held between 1 and 31 October 2024.[6] The election campaigning period is scheduled to begin on 3 November 2024. All Senatorial candidates must be at least 25 years old, be a Sequoyan citizen by birth, and not have had their rights as a citizen suspended in the three years prior to the election.

There were a total of 26,973,237 registered voters eligible to vote during the 2025 Senate election.[1]

International observers
Several countries sent international observers to Sequoyah to monitor the proceedings for potential fraud or irregularities. Among those include Creeperopolis (Ministry of External Affairs), Karimun (Karimun Agency for International Development), Pavulturilor (Election Purity Bureau), Quebecshire, and Tirol (Ministry for International Development). The Council of Ostlandet also sent a delegation of observers led by Gjorkan council delegate Ronan Queally. Some independent organizations also attending including the Bali Democracy Forum and the Global Fair Elections Initiative.
Political parties
Political parties had to be registered with the Sequoyan Electoral Commission by 31 July 2024 in order to be allowed to participate in the election. Parties had to submit 50,000 signatures to the commission to obtain registration.[7] The following 14 political parties were eligible to nominate senatorial candidates.

As the results were announced that favored National Reconstruction, protests erupted in several Sequoyan cities in Arapaho[9] and Western Sequoyah.[11]
